Collaborative Governance of Regional Environment:Concept Differentiation,Basic Types and Optimization Trends
The emergence and development of regional environmental collaborative governance is not only a necessary measure to deal with the dilemma of collective action,but also a useful exploration to overcome"governance failure"in the form of governance.There are differences in the understanding of the concept of governance and collaborative governance between China and foreign countries,and they are rich and polysemy.The four major types of regional environmental collaborative governance in China are:embedded cooperation system,binding contract system,entrusted authorization system and authoritative coercion system.The specific type of governance depends on the needs of solving regional environmental problems and collective action problems,as well as the comparison of benefits and costs under collaborative risks.In the future,China needs to optimize the environmental governance system from three levels:promote the multi-directional interaction of"development mode-spatial form-governance mode",form a circular system of"governance object-governance subject-governance process",and promote the transformation and integration of"territorial management"to"collaborative governance".
