低碳技术创新视野下福建省碳减排的现状、问题与路径

《巴黎协定》碳排放长期目标的实现依赖低碳技术的创新与应用.文章在系统梳理国内外低碳技术创新动态与趋势的基础上,采用排放因子法,截取 2005-2020 年福建统计年鉴综合能源平衡表中的能源消耗数据,分析了这一期间福建省碳排放量的变化趋势,结果显示,随着核电、海上风电等低碳技术的研发与利用,福建省每亿元GDP对应的CO2 排放量明显下降.然而,当进一步分析福建省行业碳排放 20 年变化情况时发现,其工业、生活消费和交通运输业的碳排放量仍居高不下,且占总排放量的比重均高于全国平均水平.据此,结合福建省的产业结构和碳减排目标,提出进一步推动碳减排的路径建议.
Current Situation,Problems and Paths of Carbon Emission Reduction in Fujian Province from the Perspective of Low-carbon Technology Innovation
The Paris Agreement long-term goal of carbon emissions relies on innovation and application of low-carbon technologies.On the basis of systematically combing the dynamics and trends of low-carbon technology innovation at home and abroad,the paper adopts the emission factor method to extract energy consumption data from the comprehensive energy balance table of Fujian Statistical Yearbook from 2005 to 2020,and analyzes the trend of carbon emissions in Fujian province during this period.The results show that with the research and development and utilization of low-carbon technologies such as nuclear power and offshore wind power,the CO2 emissions per 100 million yuan of GDP in Fujian province have decreased significantly.However,when further analyzing the changes of the industrial carbon emissions in Fujian province over the past 20 years,it is found that the carbon emissions of the industrial,living consumption and transportation industries are still high,and the proportion of the total emissions is higher than the national average level.Accordingly,combined with the industrial structure and carbon emission reduction target of Fujian province,further carbon emission reduction is put forward.
