新时代校地合作为地方经济及社会发展带来许多机遇与挑战,也促进了高校在人才培养和优势学科建设等方面的转型升级.虽然校地合作取得了许多重要成果,但仍存在校地合作优质资源稀缺且分配不均、高校"技术下乡"面临信息壁垒、高校人才下乡志愿服务活动成效不佳及高校科研成果转化与地方发展愿景相对脱节等校地合作服务不够精准的现象.可设立专门的校地合作领导机构,建立长效校地合作协同机制,以需求为导向因地制宜发挥高校社会服务功能及发挥政产学研合作项目的耦合作用等措施,来实现校地精准合作及良性循环发展,持续释放校地合作模式红利,助力乡村振兴.
Exploration of University and Locality Precision Cooperation from the Perspective of Rural Revitalization
In the new era,university and locality cooperation brings many opportunities and challenges for local economic and social development,and also promotes the transformation and upgrading of colleges and universities in the aspects of talent cultivation and advantageous discipline construction.Although the university and locality cooperation has achieved many important results,there are still the phenomena of insufficiently precise cooperation services,such as the scarcity and uneven distribution of high-quality resources,the information barriers of universities'"technology to the countryside",the ineffectiveness of universities talents volunteer activities in the countryside,and the relative disconnection between the transformation of university scientific research achievements and the vision of local development.Some measures,such as establishing a special university and locality cooperation leading agency,building up a long-term cooperation mechanism,demand-oriented and tailored to local conditions leveraging the social service function of universities and coupling effect of government industry university research cooperation projects,can be carried out to achieve the university and locality cooperation and benign cycle of development,and to continue to release the dividends of the model of school-land cooperation and assist in rural revitalization.
