Research on Cross-Border Data Transmission Rules of DEPA:Based on Comparative Textual Analysis with Comprehensive FTAs
The wave of digital economy has already started,and DEPA,as the world's first specialized digital economic and trade rule,occupies an important position in digital governance.Cross-border transmission of data is a key issue of digital economy.Based on the textual comparison with USMCA,CPTPP and RCEP,it can be seen that the cross-border data transmission rules of DEPA are related to the above three major international agreements,and there are also many differences.Cross-border data transmission rules of DEPA are highly liberalized and standardized.China,benchmarking against DEPA,needs to change its mindset in due course and emphasize its support for free cross-border data transmission in its external publicity,while at the same time perfect its domestic rules on cross-border data governance and continue to improve its digital science and technology in order to strive for a greater discourse power in international digital governance.
