Joint Construction and Sharing of Marine Public Services in Beijing-Tianjin-Hebei Region:Logic,Challenges,and Paths
The joint construction and sharing of marine public services have important application value for promoting the coordinated development of Beijing-Tianjin-Hebei region.The emergence of the joint construction and sharing of marine public services in the Beijing-Tianjin-Hebei region is the unity of theoretical logic,demand logic,and value logic.The non exclusivity of marine public products provides a theoretical basis.The demand for marine public services in the three regions is broad and complementary,and the promotion of joint construction and sharing can empower the high-quality development of the Beijing-Tianjin-Hebei region.At present,there are practical challenges in the joint construction and sharing of marine public services in the Beijing-Tianjin-Hebei region,such as differences in development cognition,low participation of the main body,and difficulties in cross domain collaboration.It is necessary to explore possible optimization paths from the goals,subjects,platforms,methods,and guarantees of marine public services,establish a common vision,optimize diversified supply,build collaborative mechanisms,promote the integration of planning,supervision,and evaluation,and promote the integration of talent,data,and technology.
