The Dilemma and Strategy of Rural Governance Fragmentation under the Background of Rural Revitalization
Rural governance is an important component of the national governance system and a key link in achieving rural revitalization.Currently,rural governance is facing a serious fragmentation dilemma,main-ly manifested in four aspects:fragmentation of governance concepts,fragmentation of governance entities,fragmentation of governance resources,and fragmentation of governance supervision,which seriously affect the improvement of the comprehensive efficiency of rural governance.As a new governance model and tool,holistic governance not only meets the value demands of rural governance's"public nature",but also meets the needs of rural governance for coordination,integration,and trust mechanisms.Based on this,we should use the perspective of holistic governance theory to cultivate a governance culture by establishing the concept of holistic governance;Clarify the positioning of the main role and achieve joint governance among multiple gov-ernance entities;Integrate rural governance resources and enhance the efficiency of rural comprehensive gov-ernance;improve the supervision and management mechanism,enhance the overall performance of rural gov-ernance,and thus solving the problem of fragmented rural governance.
