Community Social Organizations'Participation in Grassroots Governance:Value Implications,Realistic Challenges,and Path Optimization
Community social organizations are an indispensable and important entity in participat-ing in grassroots governance.Promoting the development and growth of community social organiza-tions is a necessary part of strengthening the construction of complete communities and achieving modernization of grassroots governance.Community social organizations play the social functions of being a"propeller"of society,a"good helper"of the government,and a"adhesive"for residents.However,in specific practice,the quality of development varies,and is constrained by external fac-tors such as low social trust,insufficient government support,lack of civic awareness,as well as inter-nal factors such as low level of self professionalization,lack of funding sources,and lack of professional tal-ents.To solve these difficulties,the four dimensions of society,government,residents,and community social organizations need to form a joint force.Society should establish a correct understanding and create a good en-vironment.The government should increase support efforts and improve laws and regulations.Residents should strengthen value guidance and enhance their awareness of participation.Community social organiza-tions need to improve their development capabilities and attract professional talents in order to achieve deep participation in grassroots governance and promote modernization of grassroots governance.
