With the help of pest-swat analysis model,this paper clarifies the new requirements of the era of"Three Must"for Chinese path to modernization on The Party's institutional construction in colleges and universities.On the basis of clearly adhering to the principles of seeking truth from facts,adhering to the original mission,adhering to overall planning,and adhering to the"Four Insistences"of continuous innovation,this paper builds a"Three Horizontal and Three Vertical"system in colleges and universities,which takes three aspects of Party building,student management,as well as teaching and researching as the"horizontal",and three links of research,implementation,and evaluation as the"vertical",to form a long-term mechanism,constantly improve the institutionalization,standardization,and normalization of Party building,promote"One Integration and Two Heights",and contribute to the construction of Chinese path to modernization.
