University labor unions serves as protectors of the legitimate rights and interests of university staff and play a crucial role in promoting democratic governance in schools.They are expected to demonstrate their value in the advancement of the Chinese national rejuvenation endeavor.This article adopts a two-factor theory perspective to construct an analytical framework grounded in the four fundamental functions of labor unions.It delineates key challenges faced by higher education labor unions,including organizational development,mechanisms for rights protection,democratic governance,and ideological education.In response,it proposes several strategic measures:reforming personnel management systems;establishing robust rights protection frameworks;enhancing workers'congress structures while promoting transparency and democratic evaluation processes;initiating collective innovation activities alongside developing comprehensive physical and mental health support systems;reinforcing socialist core values;and creating platforms for professional growth aimed at elevating overall quality.These measures aim to explore a high-quality development model for university labor unions in the new era and journey.
