近年来,竹产业政府投资项目资金投入规模不断加大,为竹产业高质量发展提供了重要保障.为解决竹产业政府专项资金预算绩效管理中存在的突出问题、提高财政资金使用效益,文章根据财政支出绩效评价要求,基于安吉县竹笋初加工建设项目评价实践经验,提出了竹产业政府投资项目绩效评价指标体系的制定原则、评价方法以及改进绩效管理的建议,可为完善基层竹产业项目资金绩效管理提供实践启示和决策参考.
Abstract
In recent years,the investment in bamboo industry from government investment projects has been growing in scale,which guarantees the high-quality development of bamboo industry.In order to solve the prominent problems existing in the performance management of the government special fund budget appropriated to bamboo industry and improve the efficiency of the use of fiscal funding,this paper bases the bamboo shoot processing project in Anji county and the requirements of the performance evaluation of financial expenditure to put forward the principles and method for the performance valuation index system of bamboo industry oriented government investment projects,and comes up with the suggestions to improve the performance management.It would provide inspirations and decision-making references for improving the funding performance management for grass-root bamboo industry investment projects.
