摘要
随着中国政府与国际竹藤组织共同发起"以竹代塑"倡议,以及我国出台《关于加快"以竹代塑"发展三年行动计划》,越来越多的竹产区将"以竹代塑"作为竹产业发展的新机遇.贵州省赤水市竹资源丰富,发展"以竹代塑"产业既有优势也有劣势.文章利用SWOT分析法,结合赤水市"以竹代塑"产业发展现状,梳理与分析了赤水市"以竹代塑"发展的优势(S)、劣势(W)、机会(O)和威胁(T),通过SWOT中的各种因素相互匹配,提出赤水市"以竹代塑"产业发展的策略:优势—机会策略(SO)、劣势—机会策略(WO)、优势—威胁策略(ST)、劣势—威胁策略(WT),并阐述了各种策略的主要实现途径,以期为赤水市主动融入国家"以竹代塑"规划、加快推进"以竹代塑"产业发展进程、实现竹产业转型升级提供参考.
Abstract
Since the initiative of"Bamboo as a Substitute for Plastic"is launched by the Chinese government and the International Network for Bamboo and Rattan(INBAR),and China releases"Three-Year Action Plan for Accelerating the Development of'Bamboo as a Substitute for Plastic'",more and more bamboo-producing regions have seized the new opportunity for the development of bamboo industry.Chishui city in Guizhou province,which is rich in bamboo resources,has both advantages and disadvantages in developing the"bamboo as a substitute for plastic"industry.The paper uses the SWOT analysis method to classify and analyze the advantages(S),disadvantages(W),opportunities(O),and threats(T)of developing the"bamboo as a substitute for plastic"industry in Chishui city,with an eye to the current development of the"bamboo as a substitute for plastic"industry in Chishui city.Through the matching and combination of various factors in the SWOT,the paper proposes the development strategy of the"bamboo as a substitute for plastic"industry for Chishui city:strengths-opportunities strategy(SO),weaknesses-opportunities strategy(WO),strengths-threats strategy(ST),and weaknesses-threats strategy(WT),and elaborates on the main methods to implement each strategy.The study aims to integrate Chishui city into the national planning of"bamboo as a substitute for plastic",accelerate the industry development process in the city and achieve the transformation and upgrading of bamboo industry.
