摘要
为全面贯彻落实第三次中央新疆工作座谈会精神,打造促进中西部地区高质量发展的示范样板,构建新疆融入国内、国际"双循环"的重要枢纽,响应"以竹代塑"倡议,新疆乌鲁木齐市(第十二师)经济技术开发区引进了全国首个汽车部件"以竹代塑"示范产业园(以下简称产业园).产业园建设总体用地约 33.3 hm2,分2 期实施,项目总投资 15 亿元.在深入调研产业园建设现状的基础上,文章分析产业园建设面临的困难和挑战,并提出 6 项针对性措施建议,包括将首家"以竹代塑"示范园纳入"节能降碳"政策适用范围,加快"以竹代塑"的标准化建设,建立鼓励"以竹代塑"的政策体系,尽快确立"以竹代塑"产品碳汇方法学,将"以竹代塑"产品开发纳入教育、科技计划,研究解决"以竹代塑"产业资金短缺问题的有效办法.
Abstract
In order to fully implement the spirit of the Third Symposium for Xinjiang Work held by the central government,create a demonstration model for promoting high-quality development in the central and western regions,build an important hub for Xinjiang to integrate national and international markets for achieving"dual circulation",and respond to the"bamboo as a substitute for plastic"initiative,Urumqi Economic and Technological Development Zone in Xinjiang introduces the first demonstration industrial park of"bamboo as a substitute for plastic"for automotive parts(hereinafter referred to as the industrial park).The industrial park is about 33.3 ha in area,which will be constructed in two phases with a total investment of 1.5 billion yuan.Based on the investigations on the current condition of the industrial park construction,this paper analyzes the current difficulties and challenges the industrial park is confronted with in its construction,and proposes six targeted measures,i.e.,including the first"bamboo as a substitute for plastic"demonstration park into the scope of the incentive policies for"energy saving and carbon emission reduction",accelerating standardized implementation of the"bamboo as a substitute for plastic"initiative,building a policy framework to encourage the implementation of the initiative,establishing a methodology for the carbon sink of bamboo products,incorporating the bamboo products development into education and technology plans,and proposing effective solutions to the shortage of funds to support bamboo-based industry development.
