我国省级医保支持中医药发展专项政策量化评价研究

目的:对我国省级层面的26份医保支持中医药发展专项政策进行量化评价,提出完善我国医保支持中医药发展专项政策体系的对策建议,促进中医药传承创新发展,助力健康中国建设.方法:利用文本挖掘和政策建模一致性(PMC)指数模型对我国省级医保支持中医药发展专项政策文本进行量化评价与分析.结果:我国省级医保支持中医药发展专项政策PMC指数的平均值为6.94,26份政策中有16项政策被评为优秀,10项政策被评为可接受政策,无不良政策和完美政策;就各一级指标的均值来看,政策整体上在政策内容、政策目标、政策工具等方面得分比较高,在政策时效、保障激励、发文机构等方面需要进一步优化.结论:我国省级医保支持中医药发展专项政策有一定程度的改进空间.建议转变思维定式,加强经济激励措施的运用,强化部门间沟通协作,重视政策阶段性实施评估方案的设计,优化各层次的政策措施.
Quantitative Evaluation of Provincial Medical Insurance Policies Specially Supporting the Development of TCM in China
Objective:To quantitatively evaluate 26 provincial medical insurance policies specially supporting the development of TCM in China and put forward countermeasures and suggestions to improve the special policy system,promote the inheritance and innovative development of TCM,and contribute to the building of a healthy China.Methods:Text mining and policy model consis-tency(PMC)index model were employed to quantitatively evaluate and analyze the text of provincial medical insurance policies specially supporting the development of TCM.Results:The average PMC index of the provincial medical insurance policies special-ly supporting the development of TCM in China was 6.94.The 26 policies included 16 policies rated as excellent and 10 policies rated as acceptable.There were no bad or perfect policies.According to the average value of each first-level index,the policies had high scores in terms of policy content,policy objectives,and policy tools and low scores in terms of the time effectiveness,guaran-tees and incentives,publication organizations and so on.Conclusion:The provincial medical insurance policies specifically support-ing the development of TCM in China remain to be improved.It is suggested that we should change the mode of thinking,strengthen the use of economic incentives and the communication and cooperation among departments,attach importance to the design of evalu-ation programs for policy implementation in stages,and optimize the policies and measures at all levels.
