Though the legal regulation system of monetary policy in China is relatively perfect in top-level de-sign,problems exist in aggregate monetary policy.System design cannot guarantee rationality of the use of struc-tural monetary policy tools,and institutionalization of transparency of central bank still lacks systematic construc-tion.Likewise,the result-oriented policy evaluation criteria do not allow for a timely and accurate access of struc-tural monetary policy,the legal regulation of which should follow the principle of democracy and transparency.Accordingly,it is recommended that the Standing Committee of the National People's Congress strengthen its su-pervision of the formulation and implementation of monetary policy,and incorporate transparency into the scope of legal regulation.The disclosure of monetary policy operation errors should be included in the disclosure scope of Chinas Monetary Policy Implementation Report.
