摘要

我国航空灭火救援目前处于起步阶段,航空灭火救援标准体系也还不够健全,尚不能满足我国航空应急救援体系现代化建设的需要.因此,本文以现行有效的航空灭火救援标准为研究基础,通过分析我国航空灭火救援标准体系现状,从装备、人员、救援程序、安全风险四个方面,深入研究我国航空灭火救援标准体系.研究发现:我国航空灭火救援标准体系存在标准更新不及时,标准质量有待提升,场景针对性不强等方面的问题,并提出航空灭火救援标准体系三维结构框架(包含阶段、要素和层级3个维度)的构想和相关建议,为进一步推动航空灭火救援标准体系的发展提供了参考.

Abstract

At present,China's aviation firefighting and rescue is in its early stages,and the aviation firefighting and rescue standard system is not yet sound enough to meet the needs of modernization construction of China's aviation emergency rescue system.Therefore,based on the current effective aviation fire extinguishing and rescue standards,in this article,the current status of China's aviation fire extinguishing and rescue standard system was analyzed,and research on China's aviation fire extinguishing and rescue standard system was conducted in-depth from four aspects:equipment,personnel,rescue procedures,and safety risks.Research has found that China's aviation firefighting and rescue standards system have problems such as untimely standard updates,need for improvement in standard quality,and weak scene specificity.A three-dimensional structural framework for the aviation firefighting and rescue standard system(including three dimensions of stages,elements,and levels)was proposed and relevant suggestions were provided,which providing reference for further promoting the development of the aviation firefighting and rescue standard system.
