Preliminary reflections on the co-opetition between the system of progressive pricing in excess of plans or quotas and the water rights trading system
The system of progressive pricing in excess of plans or quotas has played a crucial role in strengthening water conservation management over the years.In recent times,with the progressive reforms in water rights,these two systems have encountered co-opetition concerning the management of new water demands from non-residential users within the pub-lic water supply network.Based on the definition of the boundaries of water rights,this paper proposes strategies to resolve the co-opetition between the system of progressive pricing in excess of plans or quotas and the water rights trading system.It also suggests measures for furthering the exploration of water rights reform practices and advancing theoretical research.
