摘要

近年来,水利部淮河水利委员会依托流域多样化的河湖自然禀赋、通江达海的优越区位条件、底蕴丰厚的文化内涵,以强化河湖长制为主线,狠抓河湖"四乱"清理整治,持续复苏流域河湖生态环境,积极开展幸福河湖建设,推动建成5个国家级示范河湖、70余个流域级和1 000余个省、市级幸福河湖,形成了一批治水效果明显、管护机制完善、可复制可推广的典型经验,创造了幸福河湖建设的"淮河样板".

Abstract

In recent years,the Huaihe River Commission of the Ministry of Water Resources,relying on the diversified nat-ural advantages of rivers and lakes in the basin,the favorable location conditions of access to rivers and seas,and rich cul-tural connotations,has strengthened the implementation of the river and lake chief system,and paid close attention to elimi-nating the"four chaotic behaviors"in rivers and lakes to continuously revitalize the ecological environment of rivers and lakes in the river basin.Actively carrying out the building of happy rivers and lakes,it has promoted the establishment of five national demonstration rivers and lakes,more than 70 basin-level and more than 1,000 provincial and municipal-level happy rivers and lakes.Finally,a number of typical experiences that can be replicated and generalized with obvious water governance effects and improved maintenance mechanisms have been formed,and a"Huaihe River model"for happy rivers and lakes has been created.
