Research on the initial allocation of agricultural water rights in the reform of agricultural water price
The initial allocation of agricultural water rights is the foundation for the comprehensive reform of agricultural water price,a significant initiative for county-level regions to reinforce the rigid water resources constraint,and the concrete practice in the refinement of water use plan,the strict total amount control and quota-based management,and the enhance-ment of water use scheduling.This allocation offers support for safeguarding farmers'water use rights and interests,boosting the adjustment of water use structure,efficiently utilizing water resources,improving the agricultural water price mecha-nism,and implementing the water conservation incentive and precise subsidy mechanism.This paper concludes the design idea about the initial allocation of agricultural water rights in the reform of agricultural water price and organizes the main contents of the initial allocation of agricultural water rights.Taking Henhuba Project Area and Zhongba Project Area in Luliang County as examples,it summarizes and analyzes the situation and achievements of the initial allocation of agricul-tural water rights in the hope of providing reference for reforms in relevant regions.
