摘要
在江西省水资源开发现状分析基础上,通过水资产特征的研究,发现江西省水资产开发和利用存在以下问题:供水功能没有充分发挥、黄金水道利用率低、现行水能资产缺少收费机制、水资产开发投资不足、水资产价值核算缺少理论方法支撑等.文章就如何在水资产价值核算基础上完善水权交易机制进行了思考,提出了需要进一步开展流域水资产核算的理论方法研究、完善水资源及水资产相关数据统计体系、加强水资产开发力度、健全水资源资产化管理制度、出台鼓励大力发展航运的支持政策、构建水能资产价值核算及价值实现机制、建立江西省优质水资产的价值评估及市场化的运行机制等建议.研究可为创新推动水权改革、促进流域综合治理、减少国有资产流失、促进"双碳"目标的实现提供参考.
Abstract
The paper discusses the development and utilization of water resources assets in Jiangxi Province by analyzing the current development and features of local water resources and identifies the following issues,including insufficient exploita-tion of the water supply,inefficient use of the golden watercourse,the lack of charging mechanism for water assets,inade-quate investment in water assets development,and the lack of theoretical and methodological support for the value account-ing of water assets.It proposes improving the water rights trading mechanism based on the value accounting of water assets and puts forward the following proposals:further conduct theoretical and methodological research on accounting the water assets of the basin,optimize the data statistical system of water resources and water assets,strengthen the water assets development,improve the capitalized management system of water resources,introduce policies to drive the development of the shipping industry,establish mechanisms for water value accounting to realize the value of the water assets,and imple-ment value assessment and market operation systems for local high-quality water assets.This study provides a reference for the innovative advancements in the water rights reform,enhances comprehensive management of river basins,reduces the loss of state-owned assets,and promotes the achievement of carbon peaking and carbon neutrality.
