三峡工程是"国之重器",具有防洪、发电、航运、水资源利用等巨大的综合效益,是长江的骨干性、控制性水利枢纽工程,在长江大保护与长江经济带高质量发展中发挥了巨大的作用.按照习近平总书记关于三峡工程"一个标志、三个典范"的高度评价,文章准确把握了三峡工程和三峡库区在长江经济带发展中的关键骨干作用,深入理解了三峡工程安全运行和库区高质量发展面临的新形势新要求,合理确定了世界水工程安全运行管理典范、国家重要淡水资源战略储备库、生态优先绿色发展和谐稳定共同富裕示范区、人与 自然和谐共生三峡新文化引领者等四大战略定位,系统谋划了促进三峡工程高水平安全运行和库区高质量发展的具体实施路径.
Abstract
A crucial piece of high-end equipment for the nation,the Three Gorges Project(TGP)produces significant inte-grated benefits,including flood control,power generation,and navigation facilitation,alongside water resources unitiza-tion.It is a backbone water-control project for the Yangtze River and plays a huge role in the protection of the Yangtze Riv-er and the high-quality development of the Yangtze River Economic Belt.General Secretary Xi Jinping hailed the TGP as"One Symbol,Three Examples,"namely,a major symbol of China's development since the reform and opening-up;an example of the institutional strength of socialism with Chinese characteristics in pooling resources for major undertakings,an example of the wisdom and creativity of the Chinese people,and an example of China becoming an increasingly prosperous and strong nation.Echoing this high praise,this paper accurately grasps the key backbone role of the TGP and the Three Gorges Reservoir Area in the development of the Yangtze River Economic Belt and deeply understands the new situation and requirements faced by the safe operation of the TGP and the high-quality development of the reservoir area.Based on these,four strategic positions of the TGP and the Three Gorges Reservoir Area were established,which were 1)a model for safe operation and management of world water engineering;2)a strategic reserve for important national freshwater resources;3)a demonstration area for prioritizing ecological conservation,and pursuing green development,harmony,stability and com-mon prosperity;and 4)a leader in advancing the new Three Gorges culture of harmony between humanity and nature.In addition,specific paths for boosting the high-level safe operation of the TGP and supporting the high-quality development in the reservoir area were put forward systematically.
