准确把握绿色发展要求深入推动长江水文高质量发展

摘要
绿色发展是引领我国经济社会发展的五大发展理念之一,是关系我国发展全局的一个重要理念.水文事业是国民经济和社会发展的基础性公益事业,水文行业高质量发展也要体现绿色发展的要求.文章分析了绿色发展理念对水文提出的新要求,梳理了新阶段长江水文的工作思路,总结了在树立绿色发展理念、构建集约高效的水文网站体系、推动生产与管理方式绿色转型方面取得的成效以及在支撑水资源节约集约利用和河湖生态保护治理、服务经济社会高质量发展等方面开展的实践,并对长江水文深化绿色发展理念进行了展望.
Abstract
Green development is one of the five development philosophies driving China's economic and social development,and is crucially important for the overall development of China.As the hydrological undertaking is a fundamental public welfare undertaking for national economic and social development,the high-quality development of the hydrological industry should inevitably embody the green development requirements.This paper analyzes the new requirements presented by the green development philosophy and identifies the working concepts of the Bureau of Hydrology,Changjiang Water Resources Commission in the new stage.It summarizes the achievements gained in terms of fostering the green development philoso-phy,building an intensive and efficient hydrological network system,as well as advancing the green transformation of the production and management mode.Moreover,it offers an overview of the practice activities carried out for supporting the economical and intensive utilization of water resources,protecting and managing the river and lake ecology,as well as ser-ving the high-quality economic and social development.Finally,this paper outlines a vision for the Bureau of Hydrology,Changjiang Water Resources Commission to further implement the green development philosophy.
