近年来,湖南省深入贯彻习近平总书记"节水优先、空间均衡、系统治理、两手发力"治水思路,以实施最严格水资源管理制度为统领,坚持合理分水、管住用水、全面节水、系统治水、改革活水,不断提升水资源节约集约利用水平,为推动湖南经济社会高质量发展提供坚实水资源保障.
Abstract
In recent years,Hunan Province has thoroughly implemented General Secretary Xi Jinping's water governance concept of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market".Taking the implementation of the most stringent water resources manage-ment system as the overarching principle,and adhering to such measures as reasonable distribution of water,control over water use,comprehensive water conservation,systematic water governance,and reform of running water,Hunan Province has continuously boosted the level of economical and intensive utilization of water resources,in a bid to provide a solid water resources guarantee for the high-quality development of Hunan's economy and society.
