Promoting high-quality development of water conservancy in the new era with the organic combination of efficient market and effective government
Guided by General Secretary Xi Jinping's important speeches on water governance,this article explains the prin-ciples and methods for handling the relationship between government and market in water management,analyzes the trends of market-oriented allocation of factors in the water conservancy field and the lack of coordination between the government and the market in water governance from aspects of water resources,water conservancy projects,and water conservancy in-vestment.Based on the four major mechanisms of building a dynamic bidirectional supply-demand balance mechanism,a classified and graded water price formation mechanism,a fair and orderly market competition mechanism,and an open and transparent risk prevention and control mechanism,it further proposes ideas and countermeasures to enhance a better com-bination of the efficient market and the effective government,providing references for deepening water reform and promoting high-quality development of water conservancy.
