Guided by the new water governance philosophy to construct water conservancy high-quality development
High-quality development is the primary task for comprehensively building a modern socialist country.Conduc-ting research on the indicator system for high-quality development of water conservancy is beneficial for fully and accurately understanding the current situation,extent,and trends of high-quality water conservancy development in the new stage.On the basis of drawing inspiration from the construction ideas of high-quality development index and indicator systems within and outside relevant industries,and guided by the water governance concept of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market",this article focuses on the connotation characteristics and target tasks of high-quality water conservancy development in the new stage,combines the development laws and characteristics of the water conservancy industry,and constructs an evaluation system for high-quality water conservancy development index containing 21 basic indicators,and conduct a trial evaluation of the high-quality development of water conservancy across China and typical regions,in order to provide decision-making support for promoting high-quality development of water conservancy in the new stage.
