Adhering to systematic thinking:a key to success in defense against Haihe River's"23·7"catastrophic flood
The Ministry of Water Resources(MWR)has deeply studied,understood,and conscientiously implemented General Secretary Xi Jinping's water governance concept of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market",taking systematic concepts,thinking,and behavior as important guidelines for flood prevention.Over the past decade,efforts have been made to improve the three major systems for preventing water and drought disasters,including flood control engineering in river basins,monitoring and forecasting of rainfall conditions,and flood prevention work.On this basis,the MWR coordinated the implementation of fine scheduling in the upstream and downstream,left and right banks,and main and tributaries,effectively and orderly responding to the"23·7"catastrophic flood in the Haihe River basin,minimizing disaster losses,and fully ensuring the safety of people's lives.
