2014年以来,广东省积极践行习近平总书记"节水优先、空间均衡、系统治理、两手发力"治水思路,持续深化水利投融资改革,在推动政府和市场协同发力上进行了诸多探索与实践.文章全面总结广东水利投融资的做法与成效,分析面临的机遇与挑战,对持续深化水利投融资体制改革工作提出对策建议.
Abstract
Guangdong Province has been earnestly adhering to the principle of"giving priority to water conservation,matc-hing socio-economic development with local resources and environmental capacity,governing water through a systematic approach,and getting both the government and the market to play a greater role in water governance"since it was put for-ward by General Secretary Xi Jinping in 2014.Guangdong has worked to deepen the reform of water conservancy investment and financing and carried out explorations and practices to forge synergy between the government and the market.The arti-cle comprehensively summarized the province's practices of water conservancy investment and financing along with their effectiveness,analyzed the opportunities and challenges in this regard,and put forward countermeasures and suggestions for further reform of the water conservancy investment and financing system.
