Zhejiang's 20-years-water management practice demonstrating the truth and power of new water governance concept
March 14,2014,General Secretary Xi Jinping proposed"prioritizing water conservation,balancing spatial dis-tribution,taking systematic approaches,and giving full play to the roles of both government and market"as water govern-ance concept,providing scientific guidelines and fundamental principle for comprehensively addressing water safety issues in China.During Xi's work in Zhejiang,he attached great importance to water conservancy work and systematically formula-ted the blueprint for scientific water management in Zhejiang,guiding Zhejiang to embark on the pioneering path.This arti-cle summarizes Zhejiang's 20-year water control history and the ideological origins and practical effects of the new water gov-ernance concept.Based on the new positioning and new mission of in advancing Chinese modernization in Zhejiang,this article puts forward the idea and measures of deeply implementing the water governance concept and creating a leading prov-ince in water conservancy modernization.
