Study on the construction system of ecological isolation zone for important drinking water source in Yangtze River Basin
Guiding the protection of drinking water sources is an important responsibility and mission assigned to the water administrative department in the new era by the Yangtze River Protection Law and the State Council's institutional reform plan.The Outline of the Development Plan for the Yangtze River Economic Belt clearly proposes the construction of water resource protection zones and ecological isolation zones along the river and around the lake,to enhance water source conser-vation and soil and water conservation capabilities.On the basis of sorting out the current situation of drinking water source areas in the Yangtze River Basin,this article analyzes the problems of unreasonable layout,weak systematicity,and inade-quate supervision and control measures in the ecological isolation and protection construction of drinking water source areas in the Yangtze River Basin.Focusing on the 302 important drinking water source areas in the Yangtze River Basin,the arti-cle proposes the construction concept of an ecological isolation zone for drinking water source areas.Based on this,a layout of ecological isolation belt construction is constructed,which includes three levels,i.e.land isolation and protection belt construction,waterfront buffer belt construction,and water purification belt construction.Meanwhile,the layout,content,and measures for ecological isolation belt construction are proposed.The research results have important guiding signifi-cance for implementing the water source protection requirements of the Development Plan for the Yangtze River Economic Belt and the Yangtze River Protection Law,comprehensively constructing the ecological isolation zones for drinking water sources in the Yangtze River Basin,and strengthening basin management and governance.
