长江流域全面强化河湖长制的推进与探索研究

摘要
全面推行河长制,是解决我国复杂水问题的重大制度创新,是保障国家水安全的重要举措.自长江流域全面推进河湖长制以来,不断完善河湖长制组织体系,推动其落地见效.文章通过梳理长江流域河湖长制的推进举措,以长江一级支流汉江和长江上游湖库汉丰湖为典型案例,剖析河湖长制推行实践中的关键问题、治理措施以及成效启示,提出长江流域继续全面强化河湖长制的切实建议,以期为流域河湖生态管理和长江经济带高质量发展提供参考.
Abstract
Fulling implementing the river chief system is a major institutional innovation to solve the complex water manage-ment problems in China and an important initiative to ensure national water security.Since its comprehensive promotion in the Yangtze River Basin,the river and lake chief system has been continuously improved in its organizational structure and effectiveness.By reviewing the establishment of relevant organizational framework of the system in the Basin and taking Hanjiang River and Hanfeng Lake as typical cases,this paper analyzes the key issues,governance measures,effectiveness and revelations in the implementation of the system,and proposes practical suggestions to continue to strengthen the system in a comprehensive manner in the Basin,with a view to providing references to the river and lake ecological management in the Basin and the high-quality development of the Yangtze River Economic Belt.
