Study on the implications of South-to-North Water Diversion legislation for the construction of water diversion projects in the national water network
The South-to-North Water Diversion Project is the largest inter-basin water diversion project in China and even in the world.The Regulations on Administration of Supply and Use of Water from the South-to-North Water Diversion Project(hereinafter referred to as"the Regulations"),a specialized legislation issued in 2014 by the State Council to regulate the operation and management of the project,has effectively ensured the water dispatching,water quality guarantee and water supply management of the project,as well as the management and protection of project facilities.The paper systematically summarized the relationships that need to be coordinated in the legislation of the South-to-North Water Diversion,reviewed the system that the Regulations focus on regulating and its implementation,and collated information concerning the develop-ment of supporting systems in response to the Regulations.In view of the efforts to move forward with a number of major water diversion projects proposed in related planning of the national water network,this paper put forward suggestions for water diversion project legislation,including facilitating early planning of project legislation,strengthening the unified wa-ter dispatching,giving high priority to regulating important parts in project operation,and reinforcing ecological and envi-ronmental protection,to provide useful reference for water diversion project-related regulation formulation and institutional building.
