小微工业企业和规模化畜禽养殖业用水权确权方法的思考与建议

摘要
为深入贯彻落实习近平总书记"努力建设黄河流域生态保护与高质量发展先行区"的指示,宁夏积极推进用水权改革工作,针对小微工业企业和规模化畜禽养殖业用水权确权,通过现场调研等方式,系统梳理其用水权确权存在的主要问题并给出建议,以期在全国全面推开用水权改革之际提供有益借鉴.
Abstract
For the purpose of thoroughly implementing General Secretary Xi Jinping's instructions on"striving to build a pi-lot zone for ecological conservation and high-quality development in the Yellow River Basin",Ningxia takes the initiative to accelerate the reform of water rights.In terms of the ownership confirmation of water rights for small and micro industrial enterprises and large-scale livestock and poultry breeding industry,this paper provides a systematic overview of the main problems in the confirmation of water rights and puts forward suggestions through field surveys and other approaches,with a view to providing helpful reference on the occasion of comprehensive reform of water rights nationwide.
