Study on conducting REITs financing by utilizing the stock water conservancy assets of Gansu province:taking phase Ⅰ of the Gansu water diversion project from Taohe River as an example
Public REITs are an effective policy tool to implement national decisions and plans for preventing risks,delever-aging,stabilizing investment and shoring up weaknesses.Phase Ⅰ of the water diversion project from Taohe River is a major water conservancy project completed in Gansu province.After reviewing the requirements of the public REITs policy,based on the current situation,this paper put forward opinions and suggestions on how to put idle water conservancy assets to bet-ter use,how to innovate ways of fundraising,investment,post-investment management and exit,how to attract more social capital to participate in the construction of water conservancy infrastructure,how to tackle the longstanding problems faced by water conservancy infrastructure construction such as large investment amount,long payback period,and difficult mone-tization,and how to contribute to the high-quality development of the water conservancy infrastructure.
