摘要
基于当前水权交易政策理论和昆山首例水权交易改革实践,结合昆山地区水资源特点和规律,分析江南水乡等丰水地区用水权改革面临形势与存在问题.从水权交易价格、交易市场、交易制度、交易平台等方面,研究提出行之有效的用水权改革方向,多措并举提高水权交易的内生动力,逐步建立与昆山经济社会发展水平相协调、适应水资源节约保护与高效利用的水权交易样板.
Abstract
Based on the current water rights trading policy theory and Kunshan's first practice of water rights trading reform,this paper analyzed the situation and existing problems faced by water rights reform in water-sufficient areas such as towns in Jiangnan area(the south of the Yangtze River region),in light of the characteristics and laws of water resources in Kun-shan.It proposed the direction for effective water rights reform and multiple measures to strengthen the internal forces driv-ing water rights trading from aspects such as water rights trading prices,markets,systems as well as platforms.In this way,a water rights trading model that is coordinated with the economic and social development of Kunshan and adapted to the conservation,protection,and efficient utilization of water resources will be gradually established.
