摘要

摘 要:新疆生产建设兵团 自2019年以来创新水土保持监管模式,通过连年7次开展生产建设项 目水土保持遥感监管,总体实现从问题导向被动监管转为 目标靶向主动监管.文章系统总结了兵团生产建设项 目水土保持遥感监管实施情况和工作成效,分析兵团水土保持监管 目前存在的问题,从重点关注项 目建设期过程监管,推动水土保持执法能力建设,提高监管智能化水平,加强生产建设项 目"全链条"监管等方面提出建议,以期为兵团及其他地区水土保持遥感监管提供有益参考.

Abstract

Since 2019,the Xinjiang Production and Construction Corps has innovated the soil and water conservation super-vision model,and has carried out remote sensing supervision of soil and water conservation for production and construction projects seven times in a row,achieving an overall shift from problem oriented passive supervision to target oriented active supervision.This article systematically summarizes the implementation and effectiveness of remote sensing supervision on soil and water conservation in production and construction projects of the Xinjiang Production and Construction Corps,ana-lyzes the current problems in soil and water conservation supervision,and puts forward suggestions from the aspects of focu-sing on process supervision during project construction,promoting the construction of soil and water conservation law enforcement capabilities,improving intelligent supervision,and strengthening the"full chain"supervision of production and construction projects,in order to provide useful references for remote sensing supervision of soil and water conservation in the Xinjiang Production and Construction Corps and other regions.
