在水影响评价工作中用水量指标下放的研究和建议

北京市用水量指标向各个区县分配的方法已经比较成熟,但目前用水量指标向各个街区、乡镇分解还没有较为成熟的方法.在各类水影响评价工作中,区域水评和乡镇水要素规划的用水量预测中存在同样的问题.文章分析了造成这种情况的原因,提出通过完善水务空间数据,结合智慧水务的数据功能,将规划用水量与实际用水进行对接,优化不同尺度下的用水定额,通过建立用水定额属性参数体现用水量的区域性差异,实现用水指标层层传递.
Research and suggestions on allocating water consumption indicators in water impact assessment
The method of allocating water consumption indicators to different districts or counties in Beijing is relatively ma-ture,but currently there is still no well-developed method for allocating water consumption indicators to various streets and townships.In various water impact assessments,the same problem exists in the water consumption prediction of regional water assessment and township water element planning.This article analyzes the reasons for this situation and proposes to improve the spatial data of water management,combining with the data function of smart water management,to connect the planned water consumption with actual water consumption,optimize water quotas at different scales,and establish water quota attribute parameters to reflect regional differences in water consumption,achieving transmission of water consumption indicators at different levels.
