蚌埠市区水资源规范化管理建设经验总结

安徽省蚌埠市属于水资源相对匮乏地区,地表水调蓄能力有限,对淮干过境水量依赖较大,干旱年份水资源供需矛盾突出,亟需采取有效措施,提高当地水资源利用水平.文章分析了蚌埠市区在开展水资源管理规范化建设过程中的做法,总结了在加强水资源管理基础建设、强化水资源刚性约束、严格取用水监管、地下水水位水量双控和水资源管理信息化建设等方面取得的成效和经验.对建立水资源管理规范化长效机制进行了展望.
Experience of standardized management of water resources in Bengbu
Bengbu belongs to a region with a relative scarcity of water resources.The local surface water storage capacity is limited,reliance on the water flowing through the Huaihe River is significant,and water supply and demand contradictions become particularly acute during drought years.There is an urgent need to take effective measures to improve local water resources utilization.This article analyzes the practices in Bengbu in the process of carrying out water resources manage-ment standardization and summarizes the achievements and experiences in strengthening water resources management infra-structure,enforcing rigid constraints on water resources,strictly regulating water extraction,implementing dual control of groundwater levels and volumes,and advancing the informatization of water resources management.Meanwhile,it also fore-casts the establishment of a long-term,standardized mechanism for water resources management.
