国家重大战略和水资源演变背景下河西走廊水安全保障的思考

摘要
河西走廊在我国国家战略安全、生态安全、粮食安全、能源安全中处于十分重要的地位,在"一带一路"建设中的通道价值更加凸显.水安全是河西走廊保护和发展的基础支撑,是保障国家重大战略的基本要求.文章立足国家重大战略对河西走廊水安全保障的要求,结合全球气候变化影响下河西走廊水资源演变情势,分析了河西走廊水资源开发利用与水安全风险,提出利用南水北调西线工程解决河西走廊水安全问题的思路和构想.
Abstract
The Hexi Corridor plays a very important role in China's national strategic security,ecological security,food se-curity and energy security,and its corridor value in the construction of"the Belt and Road"is more prominent.Water se-curity is the fundamental support for the protection and development of the Hexi Corridor,and is a fundamental requirement for ensuring the major national strategy.Based on the requirements of major national strategies for water security in the Hexi Corridor,combined with the evolution of water resources in the Hexi Corridor under the influence of global climate change,this article analyzes the development and utilization of water resources and water security risks,and proposes the idea and concept of taking advantage of the western route of the South-to-North Water Diversion Project to solve the water security problems in the Hexi Corridor.
