典型国家洪水保险制度实施情况与经验启示

摘要
近年来,极端天气引发的洪水灾害频发.开展洪水保险制度研究,对有效应对灾后水利设施修复和重建资金缺口的挑战,优化并提升公共财政治理应对洪水灾害风险能力具有重要现实意义.文章在国内洪水保险实践的基础上,从法律法规、政府参与、保险模式、实施方式、风险分散机制等多个层面,系统梳理总结了典型国家洪水保险制定实践经验,并提出了我国洪水保险制度建设的思路和建议,以期为我国洪水保险制度建设提供有益借鉴.
Abstract
In recent years,floods caused by extreme weather have occurred frequently.Therefore,conducting research on flood insurance systems is of great practical significance in effectively addressing the challenges of funding gaps for post dis-aster water conservancy facility repair and reconstruction,optimizing and enhancing public financial governance's ability to respond to flood disaster risks.Based on the practice of flood insurance in China,this article systematically summarizes the practical experience of typical countries in formulating flood insurance from multiple levels such as laws and regulations,government participation,insurance models,implementation methods,and risk diversification mechanisms.It also proposes ideas and suggestions for the construction of China's flood insurance system,in order to provide useful reference for the con-struction of China's flood insurance system.
