关于进一步完善蓄滞洪区补偿机制的思考

摘要
蓄滞洪区是江河防洪工程体系的重要组成部分,在抵御流域和区域洪水中具有不可替代的重要作用,在保障流域防洪安全、促进人水和谐等方面发挥了重要作用.文章梳理了我国蓄滞洪区启用补偿现状,分析了当前蓄滞洪区补偿机制存在的问题,研究提出了完善蓄滞洪区补偿机制的总体思路和框架,从规章制度、产业布局、建设管理等方面提出进一步完善蓄滞洪区补偿机制的相关建议.
Abstract
Flood detention basins,an important part of China's flood control system,have played an irreplaceable role in defending against both basin and regional floods and a major role in ensuring flood control safety in the river basin and pro-moting harmony between humans and water.This paper reviewed the status quo of compensation for flood detention basins in China,analyzed the existing problems in the compensation mechanism,and proposed the general principles and frame-work for optimizing the mechanism after study.Finally,it put forward relevant suggestions for further improving the com-pensation mechanism of flood detention basins from the aspects of rules and regulations,industrial layout,and construction management.
