摘要

城市"汛期看海"已成为影响居民生活的频发灾害之一,近年被社会广为关注.其看似简单的排水问题,实则是市政排水与水利防洪排涝标准的相容性衔接问题.文章以江苏省昆山市和浙江省慈溪市为典型对象,深度剖析两体系标准下的设计暴雨、径流流量、排口水位三要素,并提出每种要素在两体系标准下的相容性衔接方法;构建了慈溪市洪涝防治相容性措施,并借助管网与河网的精细化耦合洪涝模型,评估出措施实施后内涝风险明显降低.研究成果有助于构建相容协调的市政排水与防洪排涝系统,推动城市内涝治理.

Abstract

Flood disaster occurring frequently in urban cities during flood season has affected the lives of residents,and has been widely concerned by society in recent years.A seemingly simple drainage problem is actually a compatibility and con-nection problem between municipal drainage and water conservancy flood control and drainage standards.Taking Kunshan City in Jiangsu Province and Cixi City in Zhejiang Province as typical objects,this article deeply analyzes the three ele-ments of design rainstorm,runoff flow and discharge water level under the two system standards,and puts forward the com-patibility connection method of each element under the two system standards.Furthermore,it also construct compatibility measures for flood prevention and control in Cixi,and evaluates the significant reduction of waterlogging risk after the implementation of the measures based on a refined coupling flood model between the pipeline network and the river net-work.The research results contribute to the construction of a compatible and coordinated municipal drainage and flood con-trol system,and are helpful to urban waterlogging management.
