Factors hindering the comprehensive reform on agricultural water pricing in Inner Mongolia and solutions:based on Smith's Policy Implementation Process Model
Promoting the comprehensive reform on agricultural water pricing is an important measure to implement General Secretary Xi Jinping's water governance principles of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and promoting government-market synergy",and ensure national food and water security.Based on Smith's Policy Implementation Process Model,this paper analyzes factors hindering the comprehensive reform on agricul-tural water pricing in Inner Mongolia from 4 aspects,namely,idealized policy,implementation institution,target group and policy environment,and puts forward corresponding solutions.
