摘要
新质生产力是符合新发展理念的先进生产力质态,发展新质生产力是推动高质量发展的内在要求和重要着力点.加快构建国家水网,建设现代化高质量水利基础设施网络,系统解决水灾害、水资源、水生态、水环境问题,是以习近平同志为核心的党中央作出的重大战略部署,是推动新阶段水利高质量发展的重要路径之一.大力发展水利新质生产力,做好创新这篇大文章,对于助力国家水网高标准高质量建设具有重要作用.文章围绕新质生产力内涵要义,结合国家水网建设特点和要求,从革命性技术、要素优化配置、水利工程建设管理等方面,深入分析国家水网建设对水利新质生产力需求,以期为加快发展水利新质生产力、推动国家水网建设提供支撑.
Abstract
New quality productivity is an advanced form of productivity that conforms to the new development concept.Developing new quality productivity is an inherent requirement and important focus for promoting high-quality development.Accelerating the construction of the national water network,building a modern and high-quality water conservancy infra-structure network,and systematically solving water disasters,water resources,water ecology,and water environment prob-lems are major strategic deployments made by the Party Central Committee with Secretary Xi Jinping as the core,and are important paths to promote the high-quality development of water conservancy in the new stage.Vigorously developing the new quality productivity of water conservancy and pursing innovation play an important role in assisting the high standard and high-quality construction of the national water network.This article focuses on the essence of the connotation of new quality productivity,combined with the characteristics and requirements of national water network construction.From the aspects of revolutionary technology,optimized allocation of factors,and management of water conservancy engineering con-struction,it deeply analyzes the demand of national water network construction for new quality productivity of water conser-vancy,providing support for accelerating the development of new quality productivity of water conservancy and promoting the construction of national water network.
