国家水网建设中水权水市场发挥作用研究

摘要
中共中央、国务院印发《国家水网建设规划纲要》,明确了未来一段时间国家水网建设的目标任务.国家水网的建设和良性运行,需要创新完善相关体制机制,有必要发挥水权水市场在"两手发力"方面的重要作用.文章总结了国家水网建设中水权水市场可以发挥的作用,分析了发挥水权水市场作用面临的困难,并相应提出了发挥水权水市场作用的制度建设建议.
Abstract
The CPC Central Committee and the State Council issued the National Water Network Construction Planning Out-line,which specifies the goals and tasks for the construction of the national water network in the future.The construction and healthy operation of the national water network require innovation and improvement of relevant institutional mecha-nisms,and it is necessary to leverage the important role of the water rights and water market in"giving full play to the roles of both government and market".This article summarizes the role that the water rights and water market can play in the construction of the national water network,analyzes the difficulties faced in playing the role of the water rights and water market,and accordingly proposes suggestions for institutional construction to play the role of the water rights and water market.
