Research on the evaluation index system for the building of happy rivers and lakes
"The construction of happy rivers and lakes that benefit people"has become a new target of river management and protection across China in the new era.A large number of theoretical studies and practical explorations on the establish-ment of an evaluation index system of happy rivers and lakes have been carried out in different regions.Based on the Work Plan for the Effectiveness Evaluation in the Building of Happy Rivers and Lakes(Trial)formulated by the River Chief Office of the Ministry of Water Resources in 2023,this paper carries out a statistical frequency analysis of the evaluation index systems of happy rivers and lakes established in literature in recent years.Through the screening and integration of high-fre-quency indexes and the adaption of the Analytic Hierarchy Process for determining the index weight,an evaluation index system of happy rivers and lakes is built in this paper,with the Qinhe River and the Hengshui Lake in Hebei Province se-lected to verify the effectiveness of the system.
