Guangchang County of Jiangxi Province building the"Five-in-one"mode to solve the problems of water conservancy management and protection
The report to the 20th National Congress of the Communist Party of China put forward explicit requirements for the construction of a modern infrastructure system,and laid stress on"prioritizing rural infrastructure facility construction".Rural water conservancy infrastructures are crucial for farmers to resist natural disasters,and improve agricultural produc-tion,farmers'life,as well as rural ecological environment.In 2020,based on the integrated construction of urban and rural water supply,the CPC Party Committee and the People's Government of Guangchang County,Jiangxi Province promoted the"five-in-one"management and protection reform of rural infrastructure in a coordinated manner,and transferred five cate-gories of rural infrastructures,including farmland water conservancy projects,rural drinking water projects,new rural infra-structures,rural roads,and rural cemeteries,to third-party companies for unified management and protection.The services covered all administrative villages in the county and benefited nearly 200,000 rural residents.The reform effectively solved the problems of"shortage of administrators,lack of funds,poor management,and difficulty sustaining".Relevant practices and experience are instructive to some extent.
