平原河网区"洪涝统筹"体系构建关键技术探讨

文章从洪涝系统协同、排水排涝衔接、闸泵规模设计、河网水位调控等难点问题出发,探讨"洪涝统筹"体系构建的关键技术,提出基于流域尺度系统实施城市防洪、排涝,实现联防联控、联排联调;协调雨型设计的强度、过程,实现排水、排涝兼顾;综合考虑地面、管网、工程体系及各空间要素的时序更新,构建时空耦合的产汇流模型以及建立分区设防、统一运用、动态更新的水位调控机制,精细化确定闸泵群设计规模及运用方式.文章以杭嘉湖东部平原下游平湖市防洪排涝体系构建为例进行工程应用,对于提高平原河网地区洪涝防御能力具有重要意义.
Discussion on key technology of flood planning system in plain river network area
Starting from the difficult issues of flood control system coordination,drainage connection,gate pump scale de-sign,and river network water level regulation,this article explores the key technologies for constructing a"flood planning"system.The article proposes to systematically implement urban flood control and drainage,realize joint prevention and con-trol as well as joint drainage and coordination based on the watershed scale.It also focuses on the coordination of the inten-sity and process of rain pattern design to achieve the balance between drainage and waterlogging,and comprehensively con-siders the temporal updates of the ground,pipeline network,engineering system,and various spatial elements to construct a spatio-temporal coupled runoff model,and establishes a water level regulation mechanism with zoning,unified use,and dynamic updates to refine design scale and application mode of the gate pump group.This article takes the construction of the flood control and waterlogging system in Pinghu City,downstream of the eastern plain of Hangzhou-Jiaxing-Huzhou,as an example for ergineering application,which is of great significance for improving the flood prevention capability of the plain river network area.
