Discussion on farmland irrigation development planning in Hainan Province
In order to implement the requirements of the CPC Central Committee and the State Council in formulating the plan for increasing the irrigation area of farmland,baed on the discussion of the main ideas for the development of farmland irrigation at the provincial level,this article summarizes the current situation of agricultural irrigation development and oper-ation management in Hainan Province,and identifies the shortcomings of irrigation and drainage facilities,the mismatch between water and soil resources and economy,the lack of coordination between backbone and field engineering,and the gap between irrigation area renovation and high-quality development.Based on the new situation of ensuring food security,building modernization of agriculture and rural areas,and constructing a provincial-level water network system,this article proposes the development and construction tasks of irrigation areas that are combined with Hainan's provincial-level water network planning and adapted to agricultural spatial layout.The article also puts forward suggestions for improving the development of farmland irrigation in Hainan Province from 4 aspects,i.e.,top-level design,planning indicators,manage-ment system,and technological innovation.It aims to provide reference and guidance for the development of farmland irrigation and the formulation of city and county-level planning in Hainan Province.
