加强北京市水务规划管理的对策研究

摘要
近年来,为提升国土空间治理能力和效率,北京市推进"多规合一",建立了国土空间规划体系,强调了对涉及空间用地的水务等专项规划的约束管理.为适应国土空间规划体系的要求,进一步加强水务规划对水务行业发展和社会管理的约束引导和服务保障作用,在对国土空间规划体系构建与管控以及北京水务规划管理现状分析的基础上,文章借鉴国内相关地区水务规划体系建设的经验,根据水务相关法律、法规及政策的要求,探讨了加强北京市水务规划管理的对策,旨在为推动北京水务高质量发展提供支撑.
Abstract
In recent years,in order to enhance the capacity and efficiency of land space governance,Beijing has promoted the"integration of multiple plans"and established a land space planning system,emphasizing the management of special plans related to water and other related space land use.In order to better meet the requirements of the land space planning system,further strengthen the guidance and guarantee role of water planning in the development and social management of water sector,this article draws on the experience of the construction of water planning systems in other relevant regions,and discusses the measures to strengthen the management of water planning in Beijing in accordance with water-related laws,regulations and relevant policies based on the analysis of the construction and control of the national spatial planning system and the current situation of water planning and management in Beijing,providing support for promoting the high-quality development of Beijing's water affairs.
