文章通过分析北京市"23-7"极端强降雨及洪水防御情况,深入认识灾害发展和面临形势,提出了灾后恢复重建的规划思路和目标.针对完善防洪体系、防洪标准提高、蓄滞洪区建设、山洪沟治理等关键问题进行研究,提出了推进永定河、大清河及北运河三大流域防洪体系完善的对策,适当提高中心城、城市副中心防洪标准的建议,以及加强河湖水生态空间管控、提升"有效治洪"综合能力的措施,为指导后续防洪能力,促进提高北京防灾抗灾能力,建设高质量发展的韧性城市提供技术支撑.
Research on key issuesand measures of Beijing"23·7"extreme heavy rainfall disaster recovery and reconstruction planning
This article analyzes the extreme heavy rainfall and flood prevention situation of"23·7"in Beijing,deeply studies the development of disasters and the current situation,and proposes planning ideas and goals for post disaster recov-ery and reconstruction.Research has been conducted on key issues such as improving flood control systems,raising flood control standards,constructing flood storage and detention areas,and managing mountain flood gullies.Measures have been proposed to promote the improvement of flood control systems in the three major river basins of Yongding River,Daqing River,and Beiyun River.It also puts forward suggestions to appropriately increase flood control standards in the central city and urban sub centers,as well as to strengthen the control of river and lake ecological spaces and enhance the comprehen-sive ability of"effective flood control",providing technical support for guiding the subsequent improvement of flood control capabilities,promoting the enhancement of Beijing's disaster prevention and resistance capabilities,and building a resilient city with high-quality development.
