摘要

文章系统性地剖析了国内外土石坝失事典型案例,分析查找溃坝原因并总结经验教训,同时对标北京市土石坝类水库,首次在水库正常运用情况和非正常运用情况下,开展系统性、全局性的洪水风险诊断和识别,以此促进此类水库在工程措施方面的改造和非工程措施方面的综合改进,并为水库防洪能力提升规划工作的开展提供基础信息和前置条件,以期最终实现在真正遭遇极端降雨时能避免漫坝溃坝等重大事故发生.

Abstract

This article systematically analyzes typical cases of earth and rock dam failures at home and abroad,identifies the causes of dam failures,and summarizes lessons learned.At the same time,compared with Beijing's earth and rock dam reservoirs,for the first time,a systematic and comprehensive flood risk diagnosis and identification is carried out for normal and abnormal use of reservoirs,in order to promote the transformation of such reservoirs in terms of engineering measures and comprehensive improvement in non engineering measures,and provide basic information and prerequisites for the plan-ning of reservoir flood control capacity enhancement,with the ultimate goal of avoiding major accidents such as dam over-flow and failure in the event of extreme rainfall.
